As Athenian mentioned, a bounty hunter is in the position to be a psuedo-police. The key is that they are not the Sirius Police.

So, in Liberty the following goods are illegal:

Quote:Cardamine
Liquid Cardamine
Counterfeit Software
Black Market Munitions
Human Organs
Synthetic Marijuana
Artifacts
Slaves
Blood Diamonds
Nomad brains

And there is a blanket bounty regarding smugglers:
Quote:Smugglers as defined by law (3,000,000) or (6,000,000 if the smuggler is a Junker or a Zoner)

So John Orca is sitting in Colorado when Jimmy Transport comes in with a load of Counterfeit Software. John has options. The first thing is that he can simply tell Jimmy that he's going to collect the bounty upon him, screen it, and blast him.

But since the navy and police can and do escort the person back outside of Liberty space after making the smuggler drop his cargo, you can give the guy an option. Since it specifically states that you can demand credits in the ID, effectively you can tell the guy that you are going to collect your bounty one way or the other - whether he pays it, or whether the Liberty government pays it. And of course, a little extra for your trouble wouldn't be out of order.

Then it's up to you on whether or not you have an intermittent scanner failure. That's the option I like to go with - ask the guy what it's worth to him for your maintenance log to show a bad breaker in your scanner circuit. Then if he doesn't pay, you can still kill him and collect your bounty. But of course, you can't do both - no double dipping. You could still report him, of course, as a smuggler, but that's a personal choice.
