Who should have mini Razors?

While it is true and right that Zoner ships and equipment should be available for all, I think the Zoner capships, Juggernaut and Destroyer, would be kept for Zoners and allies, and maybe a few large organizations. Such as a very large shipping organization buying a few from Zoners to be convoy defenders and armoured transports themselves at the same time.
