NFZ stuff is just one little point which will be better to make when you add this. I'm talking about it in general.

in general: only enemies should have a disadvantage close to stations. its totally in RP to hug a base if it belongs to your faction/is allied with you to save your live.

give all station Isis firepower or more AND add energie drain bubble to freeports could be a solution

True yes, and I don't see why most bases should get a power boost and a drain bubble.
