1 Ship exception licence:

This individual is not bound by the laws on vessel prohibition within Liberty.

2 Weapon exception licence:

You get the idea.

3 Merchant fleet licence:

Can trade normally legal goods across war boundaries without legal penalty.

4 Approved secure haulage licence:

Authorised to carry illegal materials on behalf of [the house that issued this licence].

5 Government research licence:

Authorised to conduct research utilising any and all materials without penalty by the law. Must carry under x amount of usually illegal cargo.

That's instantly 20 new commodities, one for each lawful house (Perhaps 25 if you count Gallia). Considering I came up with those off the top of my head, there will be plenty more to come. Kusari in particular may want a Plutonium haulage licence. Sure, not everyone is going to have all the licences, that's not an issue. The issue is the total extra load that will place on the structure of the game, as well as the maintenance that each requires. Not to mention, you haven't considered the admittedly unlikely possibility of a government losing officiality and their laws going into limbo.
