where on the junker id does it say junkers must be and conduct only unlawful actions.

It doesn't say that, but if you do something unlawful and get caught you have to face the (in-RP) consequences.

if the pirate transport is so wrong to be using them someone make a ship that has 4300 cargo that doesnt tick off all of the military/police characters! would folks rather i use a bretonian shire as a junker to haul my goods? If so then i will do that - i just want to left alone to do my trade runs LEGALLY!! :rtfm:

Given how much Junkers are hated inRP, if you want to be "left alone" during your trade runs you've picked the wrong faction.

If you want to do your trade runs "LEGALLY!!" you need to be familiar with the laws. It's as simple as that. If you can't be arsed to spend five minutes reading the laws for whatever house you're going to be trading through, then you deserve every encounter with the lawfuls that you get.
