Nowhere. The ship can be used by anyone. But guess what? If the laws of the house that you're in say that it's illegal to use the ship, then you're breaking the law by using it, and you've just become an unlawful.

It doesn't matter what you want to do with the ship. If the laws say that it's illegal to use the ship, it's illegal to use the ship.

However, the Transport is great choice for smugglers carrying goods from one pirate base to another using dangerous and lengthy routes. Heavy armor and advanced equipment come in handy if the ship is threatened by hostile pirates and bounty hunters alike. SO DID I INTERPRET THINGS WRONG HIELOR _ YOU ARE OBVIOUSLY SO SMART AND A WIKI EXPERT.

Why thank you. No, you seem to have interpreted things correctly. You are free to use the pirate transport, just like you're free to carry cardamine. If you get caught breaking the law though, well...yeah.

Again, you're right. But you seem to be confusing two issues here--server rules, which are OORP, and house laws, which are inRP.

The server rules say that you're free to use the Pirate Transport. The server rules also say that you're free to carry cardamine.

However, house laws for several houses say that both of these activities are illegal. You won't get banned or sanctioned for doing them, you'll just face inRP consequences.
