Ryoken, you are wrong. Again...

Lawful forces know certain ships are only built by unlawful groups. Why would anyone buy an unlawful ship? Because they don't have access to civilian/corp/bw transports (hence they are already wanted criminals), because they want the extra offensive firepower of the Ptrans or because they don't want to walk into Omnicron Gamma or Alpha in a corporate transport. Any of those reasons are enough to be labeled a criminal in all four houses.

There is an abundance of lawful freighters and transports available. You will ask for them to be buffed, in order to counter the Prtans, right? That can't happen because the Ptrans is made for offensive actions, while any lawful transports should be made for defensive actions.

PS: I do enjoy Disco. If you don't like it get away from it and stop talking crap all day long
