So Tigershark never meant to be Rheinland ship, its completely built as civilian ship, and Liberty Law only
forbid Rheinland ship, not civilian ship, so I assume Tigershark may enter Liberty freely

The Tiger Shark is RHEINLAND CIVILIAN. It says so right in the name, so it's pretty clearly intended to be a Rheinland (non-military) vessel.

The Tiger Shark is a Rheinland ship. It may not enter Liberty freely per the posted Liberty Laws.

Tigershark was built by civilian not Rheinland, so it just like another civilian ship, no more no less.

Description of the Tiger Shark (bolding is mine):

That description makes it pretty obvious that the vessel is Rheinland-specific.

If Eagle series and Arrow may roam around Liberty and so Tigershark should be permitted to enter Liberty
space freely

The Eagle series and the Arrow have no association with Rheinland. The Tiger Shark does. Big difference.

I don't know why you're trying to willfully ignore the "Rheinland" in the name and the multiple references to Rheinland in the description. It's a Rheinland ship. Get over it.
