There was an agreement made between Bretonia and Rheinland divvying that up - which IMG was not a part of. IMG never much bothered to resist it until Rheinland decided to try and push us off the mining grounds. IMG isn't a nation building faction, it's a mining faction - as long as the miners can work the fields more or less unmolested, IMG does not much care about inter-house politics.
Mining's all IMG does. Threaten that, and the reaction will be hostile. Didn't the Tau conflict start more or less for the same reason?
