The only crime that may happen in their territory is crime they allow, and since the people in their territory would be paying for protection (sort of like a government's tax), allowing others to have criminal activities in their territory would not be a profitable idea.

The way I see it there is no unified police force for the Outcasts. Order is maintained by the different families in their respective territories, and areas like major spaceports and other places that are used by more than one family would be put under control of the Commission (called the Council of Dons here on Disco) and would probably have a hired police force to prevent any of the families from having activities there to the harm of other families.

The Outcast Space Forces would identify more with family than with being an Outcast, with the exception of a defensive navy (101st plays this role) which would be under control of the Commission and paid for through "taxes" all the families on Malta pay towards.
