i see pirate rocs on a daily basis. dont know why it shouldnt be allowed.

Those are bombers, not transports.

The civilian ships of a house are allow open to the unlawfuls of that house. Civilian tech and ships are meant to be open to all, with very little restriction on who can get their hands on them. So yea.

Ah sweet, glad I won't have rule lawyers possibly breathing down my mailbox like last time.
