We allow them to resupply/chill for however long. We get paid this way. If anybody starts causing trouble inside or around the Freeport, we kick them out. Harboring implies purposefully protecting in one way or another, what we do is what any hotel does. *sigh* I'd very much like for you to look at this in not just a QCP way.
You've been riding the same train this entire time and its getting quite old. If the hotel didn't care as long as they didn't cause any trouble for the staff and establishment. If the hotel was on some remote island where Somali pirates made friends with local Coast Guard patrols because there are men with bigger guns standing nearby, and this hotel was not under the influence of a government, then you have us.
We can all look at it from just one view. TERROR! CRIMINALS! vesus CLIENTS! PAYCHECK!
This is for everybody, not just the QCP's satisfaction. So continuously saying we harbor terrorists, is a one-sided opinion and quite pigheaded of you. The goal of this thread is to reach a conclusion with each party ending up happy.
You seem only interesting in ending up with somebody shooting.
Magoo but your case is inapplicable, because your "hotel" dares to threaten entire nations with military action and then tries to tell everyone that they are "neutral". It's unreal. If that happened in RL, some military would just send a small force to go pwn and claim it.

Assuming Zoners are just one hotel in one place without the power to defend itself if need be and a hypothetical hotel that only reacted not in defence of it's interest's and property, then yes.
