Well, I think considering the BHG Core which does not hunt bounties, bountied the Zoners, and then hunted one of the factions which gave them essentially a supply line and so on, the one which formed a NAP with one of it's enemies which it profits from killing, kind of proves their logic is a tad fuzzy.

You need to disobey an order in-RP, to role-play someone who has broken or is breaking an order.

IMG tried applying that logic to the Omegas, Agmen (by saying we don't want our caps to operate in the Omega region, 'cause it causes problems with Rheinland). We've posted FR5 requests for some independants that were operating in the Omegas - so far we have not even had a response on those.
I must therefor assume that the admins do not want to allow enforcing RPwise restrictions on cap usage set by the official factions (short of ZoI violations). This limits the influence that an official guild can exercise over it's members.
My advice to you is to make the Core ID a nonpublic one, thus blocking the BH capital ship line. We're considering the same for the IMG Guard over at IMG|.

If he is already rogue I think he has to be FR5ed as well.
He can't RP a rogue captain who already went rogue and is still friendly to the BHG. Because if he does that he's not rogue.
