I can do the modelling and texturing a bit. Also I can help with the ini files and other stuff. Anyway since the .87 is just out and we're not yet looking at the next horizon, read .88, I can help with minor updates and so.
I can also be of assistance. However, I just started with freelancer modding, and I'm basically at the basics right now, but I've already PMed 3 fixes to Echo-7-7 for stuff in the system category, and I'll look for more things I can do meanwhile (other than expanding my knowledge about the subject).

This is very accurate (I'm serious). We don't have anyone who keeps track of everything. Noone is stepping up into that role either.

Quite straightforward, unless your definition of project manager is unnecessarily drawn out.
I'm assuming you simply mean someone who keeps track of issues each branch has to resolve, organizing them by priority ye'? If so that can really just be done internally quite easily. If you really need someone, I could do it but it's really not all that much work in comparison to basically anything else you guys have to do. I mean hell, a google doc slapped together in 20 minutes or less would suffice if you're self managing.
Note that my coding or anything of the sort is non-existant.

Frankly, I'm not particularly impressed by replicating The Ring in Manhattan orbit with some minor tweaks. Regardless, we're not adding systems to the mod; I would say we've got enough talent in that area to manage quality control of existing system content.
I think you are wrong in respect to the ring in NY, sure there is a ring in NB but Newark which this ring was based on is located in a different position in space therefore all the components that made up the NY ring had to be repositioned and their rotational coordinates recalculated to make up for the change in position of Newark relative to the Ring in NB. Do you know how complex such a task is given all I had to help me was a calculator and no special programs..
Lots of OCD went into making that base perfect, looking at the construction of some of the bases in 4.87 the workmanship is below par of what I could do by hand for e.g. The ring constructed for: http://discoverygc.com/wiki/Radford_Research_Station was not done so properly.

Hmm. Thank you for inadvertently indicating that the base Radford had the wrong base archetype as its central module. That fix can go out in the next patch.
As far as the modding work is concerned, I acknowledge your diligence, but the whole point of using modding tools is to save time on trivial tasks and improve quality of work.
Figuring out how to stick a few base modules together in a system ini is relatively easy, in the context of freelancer modding. In order to impress me, I want to see interesting and original work. Otherwise, we need more than just system modders, because cosmetic system work comes after real gameplay-affecting content.
From my perspective, I would say that the Dev team wouldn't be ready to take on new Devs until we're past beta (possibly except for a dedicated project manager).
