I remember the discussion when we were voting for or against some tech pre-.87 , for the Corsairs we tried to get a bit closer to being pure tech as a whole. Exchanging the Civvie shipline with the BW one was on the table, too - i thought it was a good exchange as house built ships might be a bit harder to get and maintain than the probably zoner made BW line....
Personally - i think many folks turned their backs on the sairpuretech stuff to get some fresh air and room to breath, thus the sair eagle and the flashy-Titan gave something not replicable by their own tech. But as we now have a buffed Centi, we can hope for Update 6....

Sabre got to Malta either from left-hand re-sellers or just was produced there.

It was sold in big Hessian asteroid base in Dresden, not in Bruchsal.
Also I don't think any self respecting sair would fly tech his enemies use on massive scale. But then again everyone is avoiding praetorian and corsair transport

Well, currently, the only ships apart from own once Corsairs can choose from are either Unioneer or Gaian. FA\Hog stuff was successfully removed from Corsair use because, again, reasons. I don't believe the "not letting Kusari stuff out of Kusari" really work for someone except Corsairs novadays.
All situation is weird. When in roleplay it doesn't make sense when it's supposed "balancing reasons". Problem is that disco developers lack unified wholistic position towards this issue. As a result some factions doesn't get stuff because of "balancing reasons" even when it doesn't cause imbalance, while others get everything when it doesn't make sense in roleplay. (reavers use black dragons at 90, sairs at 75... dfq?)
Corsairs and BW seems to be the same. Or this collision between BW and Corsairs is nothing more than a relic of past times which at current stance has no justification but continues due to inertia. Should a regular corsair use BW tech? probably not, for corsairs thier ships are signature of their nation. It's like an emotional bond. But anyway, emotional reasons do not reduce technical capabilities. Keeping in mind that BW tech is not technology which is kept in secret it shouldn't be hard to tune it to become compatible with all sorts of weapons. Expecially when corsairs live in same regions these designs are the most popular or were developed.
Be greenlighting BW ships no harm would be done. Since corsair tech is better anyway in most aspects. But this is not about which tech is more efficient, but about making sense. And a lot of these decisions does not make sense at all.

You are right it was not sold on Bruchsal, but on three other Bundschuh bases...
Id start from a point that Corsair would not use anything like Sabre. Sairs are proud of own nation and wont use outsider tech.
As for fair ballance, well Id say if BW tech is counterpat of civilian tech, then Casts could use BW and own tech at 100% and Corsaris could use sirian civil and own tech at 100%. So each side has something to choose from. But as I saw, casts can use sirian sivil tech at 90%, so they have more options in ships then corsairs. That doesnt means that BW cell must be open to corsairs, Id rather drop civil cell for OCs to 10% to keep it fair.
Not that I care much though, to me Corsairs should use only Corsair ships or allies if needed. Civil tech is too ''weak''.
