Civilian is an ugly term.

I prefer "open market", meaning any faction with significant assets and resources to field a cruiser should be able to have an "open market" cruiser.

Suddenly, I agree with (Lady) Kazinsal, some kind of 90/100% to all factions cruiser may exist. For sure, no freelancer/pirate/house corp will be able to use it, but factions, which have cruiser line in their ID will.

Indeed. Considering this is a universe where firearm ownership is an element of common life and every man, ship and the ship's dog has a cannon of varying use bootstrapped onto its side, "Civilian" is a loose term anyway.

"Open market" consumer spaceflight in both the Sirian and Gallic sectors already rivals in capable competence that of house militaries and other niche groups who deliberately tailor the components within their vessels to none-conform with those same, civilian parts, to prevent their gadgets from falling into the very hands those gadgets are designed to counter (Consider that Hessian technology is based mostly off stolen mining machinery, captured Corsair tech and Rheinland military widgets repurposed for Omega use, yet pointedly cannot interchange with any of the above).

Coorporate cruisers are viable because the coorporations involved usually have equally extensive reaches than the houses they bolster. Remember, the houses are entirely dominated by their requirement for financial sanctity within those monopolies, monopolies which occasionally fall into paramilitary altercations with each other and near-constantly with all manner of devious pirate and revolutionary groups - why would house Militaries restrict their access?

Or we could just complete the existing military lines, giving every one a GB, GS, light and heavy cruiser, BC, dread and carrier.

Then give each faction LF, HF, VHF, SHF, Light Bomber, Heavy Bomber, 2.0 gun and 8.33 gun
Wait a second... It already happened. Maybe we should return to vanilla with nomad/tizona Eagles everywhere?
