Instead of trying to force people to leave, look at what makes Liberty fun. Familiarity is part of it, but I would say it's not the most important.
There's no buffer systems, the jump hole network is infinitely better than Kusari's and Rheinland's, and... well, what else do you need? It's easy to get to people, and we're playing online for the purpose of playing with other people.
Something that is integrated within Disco. Starting zone, as mentioned. And most of the new players see their first few caps in NY.
So they are more inclined to try out the Lib caps at first, no offence though, since they are new and getting a cap is damn easy.
Also Liberty is the hub for pirates mostly, due to the high number of lawfuls and traders in there. If this should be changed, why not look at alternatives for the starting point? Like while setting up a new character, the user can choose from a list of all the house civilian chars. This way, newbies can start off in either of those 5 houses.

What would be really cool is if the centre of Sirius was a bunch of borderworlds with little to no trade lanes but chock full of resources. Like ores and gases. All sellable at high prices in the houses.
