well, part of the issue is that jumptraders would continue to go far off plane to hide just as most used to do in the past. So, a bad idea that would only encourage bad behavior

As long as the player list exists, jump traders are impossible to catch (unless they're very stupid).

Then bound it to stay near to a base or something. I just seriously ask...what features ingame do we currently have that are beneficial for more players at a single time?

Things that are more beneficial, and fun, as a group:

Mining
Trade convoys
Liberator fleets (shout out to Zapp and the good times we had clearing Liberty with a fleet of libbies)
Pirating
Xeno terroristic activities
Nomad invasions
Almost anything really.

Of course, anything is more fun in a group, but aside from mining nothing is seriously more beneficial in a group.
I'm talking in terms of a game-mechanic that supports active groups.
Jumping and jump-trading were abused no doubt, but instead of balancing it, it was made useless.
Setting up jump-zones and increasing of the charging time would have been better than the limitation we have now.

Rather than targeting groups, I'd like to see stuff that also promotes the sole player to do stuff on his or her own. While jumptrading and all is nice, it would also hurt players who don't always or most of the time, fly alone. You can skip a lot of systems, great. And perhaps there are people looking for opportunities to roleplay/fight etc. And using jumpdrives, unless for important operations, should thus not be used for trading.

A balance needs to be achieved in order to make it fun for everyone. No offense, but this idea would kinda make that aspect that much harder. That said, Alley did state in her post that there will be something called jump beacons in the near future, probably. A change to the jump mechanic might not be needed.

instead of using fuel to jump(requiring another ship/player) it could be use jump fuel battery(no additional ship needed)
