So long as their infringement of server rules is not impacting on my gameplay, I usually turn a blind eye. If that is their idea of "fun", so be it. Maybe I will PM them a quick "someone else may take offense".
However, as soon as someone's infringement of the rules affects my (and to a lesser extent, people around me's (I can't judge their experiences)) fun, I will begin with more forceful hints to back down.
I would generally consider sanctioning to be more hassle than it's worth-you have to alt-tab, find the appropriate section of the forum, get the images into the correct format, construct a post...or you can ignore the fools and continue playing. Know which one I'm chosing!

PLayers who BLATANTLY cheat and abuse other players repetitively by doing so. Malicious, way over the top stuff.

Speed mods...shooting low levels at Manhattan dock in a battlescruiser, etc.

Rarely to never. Sent in one report so far that resulted in the offender being banned for fourteen days; must really have been pretty bad. Otherwise, though, I let most anything slide.

I've filed a few. The offender really has to be going out of his way to wreck the RP environment and other players' fun for me to bother.

I've been cursed at a lot of times for my attitude. I know I'm a hypocritical elitist jackass, so stuff like that doesn't bother me.:P

I file maybe one report every two months or so, generally for foul language, a time or two for oorp setups.

It has to be VERY bad... I usualy prefer to PM the person or their Faction leader and get it dealt with that way.

For the majority of things, it's far better to talk to the person because it's really easy to do something small and not notice. Especially if it's something like wacky equipment, tags, or IDs. And if they're not responsive but in a faction, you can always talk to the leadership types.

The only time I have done so was about some blatant oorp talk coupled with quite a bunch of offensive language concerning the situation. It was quite in excess.

only if its really really bad. and if ther person in question shows an attitude that suggests that he does not care at all. .. reporting someone is work and it generally means that one cannot help but ask a "higher power" to take care of it. basicly like running home to mommy cause you were bullied... .

however i usually try to cool down a few min .. like half an hour. if after that time i still feel like i have to report the person, i do. very often, after that time, the emotional rush has worn off and he whole incident looks a lot less serious or outright harmless.
