The ID, as wrote, as named, is @sindroms 's concept. Whilst "Zoner Marines" has funny associations, it's fitting for a group of Zoner idealists working off a militarised carrier.

Then they are not Zoners. Zoners are isolationists that fight only in defence. There is a reason the Zoner alliance is a dead meme, because zoners with any sort of military makes no sense at all. The story and system devs have put in the game a Zoner carrier, which, in lore, is there expressly to attack pirates throughout the system and reclaim Freeport 2 by force. It has no civilian purpose other than that.
Now that Carrier not only lets pirates dock, but Zoner players can't do what their ships are meant to be doing. Hence the need for a separate ID, so this unplayable lore discrepancy can be resolved, for those Zoners who do want to fight.

And in of itself it's a funny concept of a joke. I'm quite certain, though, that it was not his idea to use the ID concept as part of an attempt of a serious faction (attempt regarding both being a faction and being serious about it, though I don't consider the attempt that successful).
How about we see how the request goes, and, more importantly, how the ZA players (or any other players that so choose to use the ID) comport themselves ingame, before we measure success?
The ID was submitted as a perk, so if it's used for less than stellar purposes,the greens can revoke the experiment at any time. My faction also bears the brunt of the risk because of that. I have faith.
