So, I took a look at the sanctions, it seems that everyone gets everything taken from them constantly, 10 million seems to be the normal fine, Ive never even seen 10 million in this game, most Ive had is maybe 2 million, and then you lose everything else you have if you don't have the cash to pay the fine. seems a bit extreme, although i do understand that things need to be done to keep order especially in RP, don't know how ill survive with the 100's of rules i have to remember and 10 million per fine -_-
I know the rules seem confusing, but from what I've seen, 99% of sanctions are for people doing things that they should know better than to do. Most of the rules are pretty much common sense. Generally, be polite to other players, and don't do things like F1ing out of piracy or cursing in system chat, and you'll probably be fine. Most of the rules can be distilled down to the following: Don't be a wanker. The finer points of the rules are things you learn with time.
I'd suggest hooking up with a faction, and learn from them. Every faction on the server has good people who would be glad to help out a new player.
I know the learning curve here is a bit steep (I remember sitting outside Manhattan with a Starflier, 8,500 credits, and no clue whatsoever....), but with a little patience, you'll be just fine here.
First of all, welcome to Discovery. I'll hope you'll have a good stay here, and as one of the things to ensure it, I recommend that you use common sense ingame, and never fear to ask someone about the rules, everyone, well mostly everyone, will be glad to help.
Like the others have said, I recommend joining one of the factions here on the server, as it helps a lot with fun, immersion, always having someone you can ask for help or advice, always having someone that's got your back, etc. (*cough* My sig.. Recruitment line .. *cough).
About the thing you said about not being able to own two ships with a single character, yes, it can be a bit of a pain sometimes. But no worries, since just having a couple chars named the same on one account with different ships sorts out the problem rather nicely.
Just add a . or ' at the end of the name since they can't actually be named the same.
As for ships, well there are a lot of great ones out there, though the more the merrier, I always say.
Check out a picture of the Nyx, you'll be pleasantly surprised, I tell you.

It's also not hard to stay with in the rules if you use your common sense. There are many people in this community that have yet to be sanctioned.
Many of the ships may not be atheisticly pleasing to everyone at first, but once you join a faction you want to play and start flying their ships you'll grow to love them.. Freelancer has a beautiful line of ships that has been rather successfully extended by all the modellers in the community. The ships stick true to their origins, and aren't just built to look 'cool'. We also don't take ships from other mods, and aren't adding any more imports.

How do you know if the enemy is still in the system?
Well, you can check the chat screen and find where they are. If they've switched to another character though, you're kinda out of luck. But it usually isn't a big deal. When I die, I usually switch to my trader character and trade for a while.
So if I die, I have to switch characters for at least for hours, what if I then die or run into an astroid and die? Then I have to switch again? or wait 4 hours to get back on?
First of all, you probably don't need to switch character for 4 hours. If your enemy leaves the system, then your character can come back online in that system.
Second, the 4 hour rule applies only for PVP. If you die to NPCs or asteroids or whatnot, nobody cares, and you can continue to play as normal. Handy for when you get jumped by a hostile battleship patrol...
However, to add to what Hawkwings has said, if you're in a PvP fight at the time that an npc destroys you, the 4 hour rule does take place, for example if you're chasing my rogue through a dark matter cloud, for argument's sake and you meet a nasty rogue patrol including a gunboat who then kill you while I turn around and help them kill you, the 4 hour rule takes place. If I'd escaped a few minutes before you ran into the rogue patrol, the 4 hour rule does not take place.
Also you can partake in 'simulated combat' with friends, and if all parties agree you can ignore the 4 hour rule. The same applies for escorting traders: If you engage a pirate and the transport runs while you hold them off and then you run, you can not re-enter the system as long as the pirate is still there, even if the trader is going back (which is a little stupid and OORP in itself, but whatever). However, you can PM the pirate and ask OOC if you can escort the trader back through, and he very well may let you.
