What the system needs is not to have the jump hole to Kusari Police guard system (Fukuoka) in the middle of the smuggling routes.

Surely a Hogosha base would make the most sense.

- Hogs can land on lawful Samura bases sure, but they still like to have their own place to land. Otherwise they wouldn't have a base in New Tokyo.

- If Shikoku is full of traders surely the Hogs will want to get in on this?

- Means the Hogs can keep the place off-limits to Junkers more effectively

- Perhaps lay some hurt on the BHG station there.

Unless there's a very good reason, I don't think it is needed at all. "Because it doesn't have one" isn't a reason either, because many outer lying house systems (Leeds, Texas as examples) don't have any bases either because there is a base close by via jump hole, or its' just not a place of interest.

I am for a hogosha base myself. The hogosha may not be close friends with the rogues and hackers, but hogosha have been known to business with both groups. Since the hogosha would be against having the libertonian unlawfuls enter New Tokyo, having a trade depot in Shikoku makes sense.

My ulterior motive is that I have been wanting the hogosha to be involved in the slave trade as well. The hogosha players I have spoken with have all been accepting of the idea, but would prefer if it took place outside of New Tokyo. A base in Shikoku came up in that conversation.

Given the size of the Shikoku system, it may be possible to get away with 2 unlawful bases, provided somewhere can be found to hide them.

Well, we have three cloud on the west part of the system, none of which have anything really super interesting save a few Jumpholes and a wreck.

The one on the far west is pretty much unoccupied.

All that begins must end.

Other options.

1. Put a junker base out there with a couple of gas miners.
( We can call it their initial attempt at mining)

2. Rogue base.

3. a GMG mobile base. like the rogue destroyer... mining secretly and mapping the clouds for its mining potential.
