System Purchase & Property Taxes

The 500 million credits it costs to buy a system (It's actually 1 billion, but you get 500mil refund from your faction set-up) Isn't so much to "cover a cost" so to speak, but rather deter people who aren't so serious about setting up a faction and a guard system from posting pointless requests. 500 million is nothing to laugh at.

Or you can prove me wrong and send me 500 million credits. Not so laughable when you're throwing it away, is it?
