Nothing at all... It's just that the Civilian ID isn't actually designed for playing a civilian, it's designed to protect new characters.
There was a discussion awhile back (possibly several) about making an actual Civilian ID, separate from the Civilian/Newbie ID, but nothing ever came from it.
There's no need for an "actual civilian id", as if you wish to roleplay a corsair/outcast civilian just get their respective IDs. If you wish to be a house civilian, get a freelancer ID and a house tag and roleplay it.
I would not suggest this idea be put into place on the server - the civilian ID is not really for roleplay purposes and you'd be somewhat invulnerable if you kept under level 30. Outcasts and so on would want to shoot you, regardless of your status in corsair society.
One little question: What's the difference between a Corsair civilian and a regular Corsair rp-wise? Don't all Corsairs get training and have to do that artifact initiation thing? Given the population and all, it just seems a Corsair civilian would be the same as a Corsair ID Corsair.
Then imagine, erm... I dunno... a Kusarian civilian in a Startracker or an Hawk, with Civilian ID and Samura IFF, RPing as a low-class poor worker. Would it be better?
You still run into the issue of invulnerability, most people will ignore you, and there is still the issue of why a civilian choses to fly around in space...
The kind of people you are thinking of are more likely to be passengers on interstellar ferries (a ship that needs to be modeled, IMO...)

Not exactly; the civilian could have a restrained budget and is forced to trade to pay off debts to the Hogoshas or something, "giving them" all your profits.
Since the civilian ID isn't the ID for a RP Civilian but it is actually for newbies you shouldn't use it even if you say it's for the sake of role playing a civilian. Because one way or another, you'll probably get scanned by a player RPing a police or whatever and then things are going to get complicated.
I say : get the proper ID for your ship or get the proper ship for your ID and try finding the best way to do what you were trying to do in the first place without going against rules or RP logic.
And they should only change the name of the ID for something else so that it solves any other future problems regarding it.
Level 40 is only applicable to the rules of identification, level 30 is where PvP rules come into the matter. In other words, if you're a level 30 civilian with a Corsair IFF, an Outcast is well within their rights to pummel you to Sol and back.
Personally, I think that if you're going to RP with a civilian character, you are better off using a Freelancer ID (which is still technically a civilian in the eyes of the law). I don't think the Corsairs would be too concerned as long as you have their IFF (they don't like Freelancers I hear). That is what I did with Rhino, I didn't think it would be fair on, say pirates as a prime example, if I have a hold full of lary lads that are off to see the Queen, all pointing fun at the pirate outside their window whilst we just stroll by as if it's not going to eat our children, when in reality it would eat our grandchildren too. If I had a civilian ID with no IFF, the pirate could not touch me at level 20, but because it has a Freelancer ID they can.
As a few people here said, Freelancer ID is a better choice if you want to RP a regular civilian. Civilian ID has too many OOC connotations, even if you keep above level 30.
