Imagine a fight where someone spams you with these missiles......you would be dead in no-time.
How would any GB, Cruiser DD or BS defend against that ???? They would be sitting dogs.
And if Caps are fighting each other, then it is a matter of who fires the 1st EMP. Then while continue firing EMP's keeps pounding the enemy witout fear of getting damaged.
Quite offsetting and unbalancing weapon....
Perhaps if time is very low (like 1-2secs), damage ratio limited to the ship where it is fired on, etc.....
And yes I realise that makes it behave much less like an EMP, but otherwise I say no
That's why I specified such a low refire rate. I could be 0.50 or 0.25 Keeps people from spamming them.

I thought we ballanced that out so one missile uses 2/3 of your gunboat's power....and lower damage...that's the ballance that got implemented
Gunboat missiles are very effective, I will give you that, but that is really no reason to make a weapon only for countering them....then no one would mount the missile turrets and this launcher would go to waste
If they anti-fighter ships give fighters such a hard time, call in a Cruiser....It's their job to nuke those little gunboats you know....
then again, capital ships are so shunned these days, no one would dare to ask one for back up...ever
EDIT: I must admit I like the beefed up class 8 shield buster missile far better than this specialized anti weapon one

I agree with kikatsu, if you are being hurt by anti fighter weapons in fighters, perhaps call in a LNS battlecruiser to deal with the gunboats. Alternatively, make some of your own gunboats to fight back with?
Edit: Class 8 missiles are a good idea so light fighters have more options, but I don't think a specific anti gunboat emp missile should be implemented. After all, they are supposed to defeat fighters with ease.
