Not any longer, falcata is freely avalible ship not only for outcasts now. Unless it was changed. Falcata is sold on one of the bundschush base. And those people are not even friendly with OC side.
and yes, perhaps corsairs could use sabre, but in rp side, corsairs hates those ships, and they are proud of their own shipline the most. So they don't use em. And tend to kill anyone in those shippies.
(but agian sabres are not sold on any neutral or friendly base in corsairs zoi, so perhaps tehre is a doubt about that)
Most veteran pilots know that the Borderworld Shipyards is located somewhere in the NE quadrant of Tau-31 and apparently very well stealthed. What few are aware of is that it isn't stealthed at all: the "base" is a jumphole to a very dense, mineral rich asteroid field in which BW has built their factories. The actual location of the asteroid field is unknown, even to BW personnel: the field is so dense they can't get a star fix, though it is assumed to be somewhere in Sirius.
The Falcata was an open joint venture between BW and the Outcasts: BW currently oversees production of several ship models at Outcast shipyards, but the bulk of BW ships available elsewhere come originally through Tau-31.
Corsair Council has given their people free license to shoot anybody flying a BW fighting ship, regardless of who's in them. So if you're driving your Sabre around Crete, be very, VERY polite to the people flying the hood ornaments.

Erm... BW? I've been around since mid 4.84, and I've never heard of them...
Besides, Civilian is Civilian, the only thing that stops corsairs from using it is their ego. Heck, I'm sure the GMG could fly them if they'd really want to, and Zoners, who really cares? It ain't that much of a great ship when you know how to counter it.

GMG flies Borderworld Transports, I believe they could fly Sabres too. It's a civilian ship, while the others are explicitly said to be to someone else.
Corsairs don't fly BW ships because in-RP they're supposed to be the best ship builders in Sirius or something. I believe there is at least one Corsair Sabre though.
As for the BW ships, the name speaks for it's self, really. Borderworld, it's supposed to be used by factions operating in the Borderworlds, so while it might be civilian you wouldn't really see an LPI or something flying one around.

But yeah, BW line is for use by various Mercs, Freelancers, pirates, and generaly civilians that see a lot of action out in the Omegas or Omicrons and stuff. Sort of an "unlawfull civie"
