If you actually want a "Russian" character, you'd be best with someone coming from Rheinland.
Which would open up the possibilities of the aforementioned factions.

Popular support is precisely the point.

The Coalition wants to promote hard work, working with one's own hands. They do it themselves for philosophical reasons and, more importantly, public relations reasons.

They see cargo pilots as victims of corporations and encourage them to continue their trade, but working for the people instead. After all, after the revolution, people will still have to ship food, ore etc.

Destroying the pillars of society will not change society in the SCRA's opinion, but destroy it.

Recruiting from those pillars, the civilian populace, is going to be difficult if they rob them and murder them in public view.
