In Kusari atleast, there are a number of things keeping the Order at bay. Kusari in general is very hostile to outsiders. Order included. On the Lawful side, an alliance with the Hogosha (if not the regular Navy) would probably be more beneficial given 1: The Hogosha's connection to the Artifact trade, 2: The greater resources and ability to influence events in Kusari, 3: a better chance of getting around Kusari's hatred of outsiders under the Hogosha's protection.
On the Blood Dragon side, at this point, with the Order's alliance with the Corsairs and Hogosha, and the recent presence of the Consortium, the latter who don't want Order interference with their takeover of Kusari. And have a MUCH higher degree of diplomatic Leeway with the Dragons and GC then the Order currently do.

This isn't how I've seen it played out.

I always thought of the Order as a secretive Faction. Their agents workin undercover avoid much contacts with other Factions. Their just gathering information about the Nomads. So i don't see any problems, if no one from the Order flying around in that space, cause it's not like they were not there, rather like they lie quiet and do their job - searching about Nomad infos without want to cause suspicion.
Talking about Rheinland attracts my attention here :P
Rheinlands stance towards the Order is a mixed one.
The RHA may see them as verry unfriendly, since they hold hands with the Corsairs.
The Bundschuhs may see them as friends, since they worked together in the Nomad incident inside Rheinland.
Now talking about the [RM] and the Kanzler.
On one hand the Order is an enemy of the Nomads and the Wilde, on the other hand, they are a secret organization, operating in the shadows.
Any forign ships inside Rheinland are beeing monitored, especialy Warships.
Suddenly appearing Order warships like Fighters or Bombers inside Rheinland space may cause alarms all over the place.
The Order hardly ever contacts someone if they enter their space, since they operate in the shadows.
So I think the Rheinland patrols engage the Order with suspicion and provide escorts just to be sure they don't even think of doing stupid things.
Viewing the thing from the Server-Gameplay side, its a cool thing to have the Order roleplaying in Rheinland, but as long as we hardly ever have Nomad-Players and some Wilde here and then, it could get boring.

Yes, provided that you don't try to overstay your welcome like they so often do. Remember that you're allied to the Corsairs, who invaded Rheinland a few years back (with a very bloody war involved). Also remember that authority and military history is very important in Rheinland, and that sassing to the RM will get you shot. The unlawfuls would be more likely to just leave you to your work without help if you were rude to them, but the RM will shoot you. Be polite and considerate. If your assistance is rejected, it's quite dangerous to press on anyway- you may be the target as soon as the Nomads are down. We've got a system in place for dealing with targets that relies heavily on the deep seated respect the Rheinland factions have for each other. Don't mess with it.
The Order, like the Corsairs are allies of the Hogosha and therefore under their protection when moving around Kusari providing the Orders prescence was non-agressive, any concerns the Kusari police/navy would have about their presence there would be smoothed out by the Hogosha using their contacts in the military and government.
The Order have also roleplayed meetings within Kusari with the Farmers Alliance and with the Hogosha and the Hogosha and Corsairs have been known to assist the Order in battles against the Nomads in the Omicrons.
