I'm sorry, I just fail to see the point of this.

The LN and LPI will continue shooting at pirates in Manhattan's orbit even if it is implemented, whether or not the pirates break the NFZ rules themselves.
Smugglers running to Manhattan will also presumably be shot at by the lawlfuls as well. It really changes nothing.

It's the f---ing capital of Liberty... there should be no fire anywhere near it, and turrets on orbiting stations should realistically be overpowered for defense.
And why are the LPI/Navy NPC pilots patrolling the area officer/rookie levels. Shouldn't the "ace" levels be protecting the capital?

Just my take... seems dumb that it's "just another planet" with regard to defense.

New Toyko, New Berlin, New London, Manhattan, Malta, Crete, Marne, (and maybe Nevers? GR's capital isn't in .85)
...these are all planets that should be of extreme importance to their houses. They should always have the toughest NPC patrols, the strongest defense turrets, and for p-2-p RP, should have at least rhetorical rules like no-fire zones.

On the one hand, yes, these planets are the most populous, most busy ones in Sirius and need open access for successful business/commerce/transport.
On the other, they're freaking capitals and the seats of the house governments. Pirate shouldn't be allowed to camp the docking ring (I've seen this).

The reason the NFZ around freeports works well is because most pirates need the Zoner's neutrality. Pirates don't need anything from the Liberty Police or Navy, so they will continue to attack targets outside the planet. You may also find they may be inclined to abuse the zone and any one trying to uphold it by sitting there and claiming protection under the NFZ.

And even then there are some who just don't care. I seriously doubt an NFZ around any planet will work. If the baddies want to raise hell, they will, whether there is an NFZ or not.

It really seems like a non issue to me. The only people who would fire a shot outside a planet like Manhattan are the people who shouldn't be there anyway. Telling them not to fire would not do anything to prevent hostilities. New York is a lawful system. If everyone is obeying the law, there is no reason to fire. If there is hostility it's because someone has already decided to break the law. Since this person has no respect for the law, one more law telling them not to shoot in certain places probably won't matter to them.

Yeah, stations in capital orbits need bomber patrols too.

It should HURT (but not for long) to bring anything near manhat when its red.
