I'm not that familiar with all of the Zoner bases, but it seems to me stuff sold at the Freeports would be pretty much open to purchase, while stuff sold at (how many?) other zoner bases would be considered for zoners only. Not sure if that works because I don't know how many non-Freeport bases they have or what is sold at which bases exactly.
I've encountered some Mini Razor armed ships of late that made me scratch my head is all, wondering how free they were to various factions. Looks pretty wide open to me.

freeports generally sell more common stuff - like the fury cannons of any power aswell as what other factions put up for sale there ( armor etc )
zoner bases ( gammu, primus, gran canaria, corfu, and that station in 49 next to gran canaria ) sell more exclusive stuff - like ships. gammu/primus are prolly an exception as they are flagged "zoner" but its said in the info card that they have been abandoned by zoners. - they are more no-mans-land, but slightly affiliated to zoners still, as they once were zoner bases. ( and hopefully will be claimed back at some time )

and, all you need to buy a mini is neutral rep with zoners.

And also ive read here that the inferno is only sold on Malta? which is wrong because the inferno cap weapons are sold on zoner bases (Delta and Unknown i think).
lets get away from the greedy point of view of zoners - you mistake it with the giovanni clan in vampire, masquerade, i guess.
the point of zoners is that they dislike living in the core systems for some reason and flee to the outer systems cause there are less rules and more freedom. being neutral is necessary for survival. money is important, too - but its not what the zoners being is all about.
- after all, its subjective - but i do not believe the zoners sell anyone everything cause it is money. zoners have a good understanding of danger - and i just won t believe that they would sell equipment to someone that might possibley turn it against them. ( i refer to ships mostly as they have hardly got any weapons other factions - especially warmongering factions would need )
think about it - zoners have a juggernaut in theta used to scare the corsairs away. would hey sell them a juggernaut, cause its a good 430.000.000 credit deal? - i don t think so. neutrality does not mean to befriend everyone. so i will again point out that they will sell their gear to others - excluding high end military equipment.
If the Zoners ever used the Juggernaught in theta, you can bet Lanzarote and Gran Canaria would be Corsair on the same day.... so despite strained relations, neither is willing to attack.
But on the point your trying to make about the Juggernought, I do agree. I just don't agree with the analogy.

they believe in places where everyone can go, and do any kind of commerce.
the only reason there aren't any freeports in house systems is that no self respecting government would allow one.
the Juggernaught is another story entirely.
