Well, regarding all that; don't be surprised if the faction's general membership is not willing to contribute to the task of the leadership.
The task of a leader is something you are stuck with as well as a bunch of expectations which you have to live up for including your responsibility to keep the game interesting for the members, don't expect thanks or contribution to what you do since everyone sees it as something that would be solely your job.
Well it is your job as a Faction Leader to set an example of attitude and activity. Dusty once said that a Faction is no better than its faction leader. If the Faction Leader is active, then in most cases the Faction members are as well. If the Faction Leader has an negative attitude, then in most cases the Faction members have as well.
Your rewards for this task, of feeling like everything rest on your shoulders is minimal. But in the end, it's you who decided to become the Faction leader. Just like an Admin.
Don't pay attention to anyone who says the only proper RP ship for police is a LF. Use LFs, HFs, VHFs and bombers. Heck, RFP even have a SHF available to them. Don't fall into the trap of being forced into smaller and smaller ships for the sake of massaging someone elses sense of RP. Before long you might find yourself flying in nothing bigger then a startracker if you let others have their way.
Also, Col.Sheppard/Tomtomrawr, listen to what others are saying about leadership. It's up to you to keep a group motivated and alive. To look for things to do and engage in group activities when possible. Sometimes in "dry" periods such activities need to be almost always contrived ahead of time between two faction leader (lord knows I've had to do this through .85). You should know this by now, I've seen you begin many many factions in the 2.5 years I've been here on Disco. Stick it out for the long haul for once, if your always eager to create a faction then try sticking with a faction long enough to realize that the creation period never ends.
I dunno guys. I had an idea a few months back that involved a merge of a House Police and Military player faction into a single faction that would make complete use of each others assets. It's not fully immersive in RP terms this, mind you, but it might provide for an interesting scheme should you consider it.
Anyway the idea was that Military recruitment should first place recruits in a police ship with police IFF and ID to conduct police duties in Rheinland. Promotion to Military would be awarded after sufficient ranks have been attained or by some other means. This would sort of assure police activity, while also making sure that Military pilots would be well regarded, as:
- Police forces would consist of mostly newbie pilots due to the rank mechanics, thus making them "the regulars"
- Military forces would consist of well trained forces who would be properly feared on the battlefield, so the ideal of the police calling in the military to crack the hard targets would then actually become practised
This could work in Rheinland as most of its conflicts take place within its own borders. When incorporated to the RM's already existing ranking system, it wouldn't take much toll on bureaucracy. It's just an idea though, make of it what you want.
I think it must be stated first what exactly is police business and what is military business and what not. Currently police factions are ubernerfed according to military. For my point of view navies must sit in their bases until their big guns are called for assistance. Police are represent law and law is above the military inside the are that isn't in state of war. So, police must have authority over military in core systems. But now we have it reversed. Even a military leaders are executing a whole house leading functions. But then its not a civil society but military tyranny.

Earlier I thought of something like that, or to be specific, dividing the RM into a border guard branch, an assault branch and an internal security branch since we definitely have enough people active, but it couldn't really work due to the following issues:
Every time a different ZoI is to be considered, it would require the player to have a different char in every area. Since most of the RM characters are rather well developed, it would also cause a mixup in role play, the ranking structure and decrease our effectiveness as a fighting force.
I'm already sweating enough to make our daily patrols interesting, seeing that we have no one but each other to interact with most of the time, mainly role playing with analyzing the static environment. Having to log a different char, or having a smaller ZoI at first might not make it as interesting for an arriving user as having a "dangerous patrol in the Omegas." The lack of variate role play which I strive to fight every day, could cost us the interest of many members, given that we don't really have much to shoot at or anyone but each other to interact with.
If we're back to considering combat, as I mentioned before, hostiles still fly VHFs. Our lower-ranking members are often inexperienced, making an easy target for anyone looking for a free kill. The Phantoms are terrible ships, being larger and easier to hit than the Wraith, rendering the skills of a lower-ranking, yet experienced member less useful just as much. That issue can be quite demotivational.
Also, I pretty much feel like it would be an arse move from our side if we were to officially take over the duties of the RFP as soon as they dissolved, I would like to see if anyone striving to substitute their absense would be willing to step up.

Its sad to see the RFP going, but I know your situation so this is most likely the best decision you could make Tom...
