If the rules allow it, I believe the RP is just a formality then (black market, dirty secret business deals etc).

It's not a case of 'a criminal walks into a lawful base' really.
Not all criminals start out as criminals, some happen to head in that direction after being under the 'boot' of the law for too long.
This a RP server after all, so RP a reason for the Pirate to have Transport <insert transport type> and if your ID says you can fly a transports up to <insert cargo amount> then grab one.
People don't have to SEE it happen, they just need to KNOW that it has. :cool:
