Well, my opinion, I -don't- think we should have translated rules. Yes, it would be good for the very few non english players on Discovery that actually try to roleplay and fit in with our environment. But then, with translated rules, we'd be bringing in players from everywhere, but they'll come on the forums/server and say "Hey, look! They speak [insert language here] here! I'll play here and blow everything to hell because I feel like it!" (No, I'm not over doing it.)
It will be the same thing as last time, these players will get bored, not care for the rules, and just try to blow up everything in their sights, whether or not the rules are translated. So ya, translating the rules may bring in the good few players here and there, but it will bring a hell of a lot more problems with it.
No translation to other languages except the statement, "en Anglais". I know it sounds snooty and elitist but.... Otherwise it's the same as saying there's no ligua franca here, speak whatever you want, and there'll be chaos. Much as I like chaos....
And there's a difference between people who come here without much English but make an effort, and those who just couldn't give a stuff. Many of the people who setup Discovery don't have English as their first language (most notably Igiss), and yet decided on it a long time ago.

It's either you know english and hence you can come play on this english rp server, and thus understand the rules, or you cant speak english and should go somewhere else.. simple as that.
Heh, there are some players that try to learn english, i know two, and then there are some, that don't, realy no words, no nothing... you ask them to halt, "...........................nothing.......................", sometimes i go through great lenghts to talk to one, and usually i do get a response after firing a few shot's at them... That's when the german starts... I speak a little, german, but hell if i can write it, ...
I don't see why nonenglish speaking players, especialy german, would flock the RP server, as they had one, the Berlin Server, wich was pretty nice, but as all the players moved to Discovery, they changed in to a Pvp server... It is strange however that they cannot speak english at all.
The question opens up, if they can't speak, how can they read and follow rules. And if they can't, arn't they in violation of the rules and should be baned from the server?
Then again, Rheinlander should speak German, Corsair and Outcast Spanish, Kushari Chinese. Perhaps it would be a nice addition to the comunity, if people speaked their faction language, and needed someone to translate between factions;)...
Perhaps we should make an english rules test for all new players... If they can answer to questions pretaining rules, they can join...

No rules translations. It complicates things too much. I do appreciate the occasional RP embience of a Corsair/Outcast speaking Spanish or other examples.
However I think its every community member's duty to engage new players-language barrier or not-and get them with the program.
I had the privilage to serve with Lotek in the KNF, he went from front line grunt with dodgey English to eloquent faction leader in under 9 months. The solution is to try and work with these people.
I'm not really an active player anymore, but I thought I'd point out one thing: Disco has a decent number of not-English-speaking players, or at least it did last time I was on. You can say 'We don't want to translate the rules because you have to speak English to play', but that only works if that is actually enforced, i.e. banning anyone who obviously can't speak English. And that doesn't happen.
So you have to ask yourselves, since these people are going to be playing on the server anyway, even if they may or may not last very long (some do, I've seen them), would it be better for them to have some idea of the server rules, thereby making everyone's Disco lives easier and less stressful (few things are more stressful than someone breaking the rules and not understanding your language when you try and tell them), or would it be better to just leave them completely ignorant, so they'll fly around blissfully ignoring rules and being none the wiser until someone finally ends up turning in a sanction report (this can take some time, during which time they can put a good number of people in a bad mood and raise blood pressures dangerously). Which sounds like a better plan?
My point in short: Either enforce the English-only (by banning anyone who can't speak English, this is the worse option in my opinion), or get some helpful people to translate the rules and occasionally have a translated version of the 'go read the rules' message flash across the server. The non-English-speakers will be so surprised to see a server message that they can read that they might even go and take a look at the rules, which is more than could be said about an awful lot of English-speaking players.

all the people that doesnt speack english should leave. Those learning, i strongly recomend them leaving as well.
and, drake, ive seen it enforced from time to time. Like the case of the two portugese guys completely breaking rules and speakign in portugese over system channels. We simply let them betray themselves. if they cant understand english, whats the point playing here? none. and about that it spoils other's fun: like when you pirate, they dont answer, etc.
