The LE has been pirating in Kyushu for some time, but on a very limited basis.

Lane Hacker NPCs are also present in Shikoku already, and have some level of cooperation with the GC and Dragons - I say bring them in on it too!

Friday, mainly because without talking to Xoria, I have no idea how much the LH would be willing to annoy the BD by openly robbing folks.

Rogues wouldn't care less. It's another opportunity for petty crime. Hackers are smarter than that, I'm not sure if they're stupid enough to open new ventures by blatantly pissing off the locals who they deal with on a regular basis.

I think kusari is dead because the corporations are not active enough(working on it). If they get some activity then piracy should be returning and then lawfulls will eventually return for pew.

I cant see how rogues would get to Tokyo seeing as they need to go through kyushu, where they would run into angry Farmers who love to shoot anything libertonian and then they jump into hogosha territory who shoot at any criminal they arent in bed with...
