I'm in an anime interest club. Most of them are into it, I personally, am not.
I don't want to be seen in some strange outfit, even if at a cosplay event.
Our school here is organizing a college carnival. The people here are dressing up as maids and butlers. I managed to escape to logistics. No way hell am I wearing a suit and calling people "Goshujin-sama" or "Master".
Also..a cry of help...in transparent:
HELP OH GOD, THE PEOPLE IN THIS ANIME CLUB ARE PERVERTS! THE GIRLS HERE ARE INTO ANIMATED GUY ON GUY ACTION (Yaoi)! OH GOD! SAVE ME!!!!

Chi; Your best bet if you have no friends already into the scene is to join some sort of club. Facebook is great for this; because it means to don't actually have to meet them unless you really want to.
Personally, I find most clubs to be filled with morons and sad losers (and hell, I pretend I'm a space ship pilot on a decade-old game). Girls like Zynth mentioned and dudes like Jeremy who are obsessed with giant keys and even bigger swords for some reason.
So I just use my friends, who are on the less terrible side of the scales, to get me all the benefits of being in the club; outfit creation and stuff like that (not that I've really taken advantage of it yet). Of course, rejecting any invite to 'club gatherings' that might pop up in my notifications.:P
Agmen; Medieval roleplay is awesome, too; But I think the general consensus is that cosplay is dressing up as a character out of something... Be it an Anime, movie, comic or game and everything in between.

Did you call Jeremy a moron and/or sad loser?
That's gotta hurt.
Yeah, I learnt the lesson. Any club you join that is anime related has people like them.
Also sorry that topic derailment. I was traumatized from that time I accidentally took a look at her "Hardcore" folder. It has been permanently engraved itself in my mind. I am now afraid of her.
On topic:
Technically, you can do a specific cosplay or a generic one. A specific one would be say...Goku from DBZ. A generic one would be dressing up like a Butler.
Generic is easier because you may be able to find clothes at home that you can mix and match to form your outfit. Also, you don't have to find a specifically made suit for that character as any regular set will do.
Making your own costumes is difficult if you cannot sew. Buying is the easy way out but is costly.
Costumes can be made more complete by using wigs and even coloured contact lenses.
It all depends on how hardcore you are. Do you want to dress all the way up in a NGE Plugsuit complete with Shinji style matching wig and contacts, or do you just want to go for a plain looking generic costume that wouldn't grant you that much attention?
Also, if you cosplay at an event, be prepared to have your photographs scattered all over the net. It will happen.
Well, I'm currently trying to find some sort of "fan-club" for Cosplaying in my area, so far no luck but who knows.
I already got something in mind, be it Naruto Cosplay or just dressing up as some sort of japanese school boy, which would be the "generic" route, as you called it.
Only thing that's itching me is that I don't know anyone who's into that stuff, but I hope that'll change.
