A small part of the auto-ban functionality is looking at checksums of the INI and CMP files. Other data files can usually be modified. You should be able to rename weapon ale effects, rename sound effects, replace the textures, use high-def planets and starspheres, etc. If you monkey with an INI or a CMP you will probably get banned. It's all technically against the rules, and some things like munition effects are probably important to balance even if they arent used that way now (more sparkly effects being harder to aim with, for example), but the auto-ban probably wont kick you for it today.
Hey, isn't it cool that Virginia got a custom starsphere and trade lanes and an awesome layout and well-fleshed out lore and bases and is perfectly defensible via a minefield and several stationary battleships?

I've seen people using some pretty cool looking ones; I know they're from a different Freelancer mod but I'm not sure which one. You should take a look around on the Starport or something.
