I hit 180 FPS, very, very, very easily. My resolution is set to 1920x1080, and all of the graphics are maxed out.
The only time I don't have 180 FPS is when I'm in borderless windowed mode, or using something to cap the framerate.
So no, you cannot say that everyone intentionally boosts their framerate. Just stop.

Unless you're using one of those "Game optimizer" programs or have manually turned the vSync off, your fps should be stuck at 60 (or 120 on some of the newer screens). I've tried Freelancer on a dual SLi rig (Yea I'm nuts, who'd waste time on such a beauty tryin FL for fun?) so I know how it performs on a hardware far ahead of its time.
As for the part you quoted, "intentionally" is the keyword. Intention being higher performance, not actual cheating. I understand if the original phrasing was confusing given the context of this thread, but that line basically means "People who get any fps higher than 60 do so knowingly, and in some cases might not be aware of the problem it causes with FL engine but in most cases it's done to achieve jitters".
In case you have a hardware newer than the game itself and you don't want to be stuck with 60 fps, you can turn vSync off and use a program like Dxtory to cap out your fps on 120 or so, which'd give you a smooth enough gameplay without causing problems with the engine.
As for calling me a dirty liar, I certainly appreciate the compliment.
There's no Vsync off option in FL, it's forced on. You have to override it using GPU drivers, maybe you've set global settings with Vsync off in your GPU control panel, and that overrides FL if you keep hitting 180.
I use an i5 and a HD7950 3 gb card; I'm locked at 60 (because that's the refresh rate of my screen), unless I force Vsync off in my GPU control panel. Without Vsync I easily run at 180 too, but I have to forcefully override FL to achieve that.
Check your Nvidia Control Panel for global settings; Nvidia cards can override FL very easily without having to use extra tools like you do on ATI cards.

So, yes, you are turning it off if you have more then 60(120).
I noticed a little problem the other day with high FPS rates and monitors. You can buy a monitor with a refresh rate up to 240hz. This means that with vsync on you could have 240fps(I know it can't in this case because FL's hardcoded limit is 180). If someone had a monitor with a high refresh rate, it's very likely that they could be given a sanction, even though they thought they were doing nothing wrong.
Even if anyone has an old CRT monitor you could get sanctioned. Those things have a refresh rate of 120hz. That means with vsync your fps could go as high as 120.
It's kind of a lose-lose situation for those with very good monitors or old CRT monitors. If you turn Vsync off or keep it on, either way, you'll be breaking the rules.

Well, we honestly need clarification from the admins. Only they can tell us what FPS is allowed. They could say any FPS over 60 is considered breaking the rules. They could say any FPS over 120 is breaking the rules. I just wish there was more transparency.
