The only time in the past few years that I've had a negative pirate interaction was with an official faction that was at war with the faction I was flying as. I trade all the time, I don't think cargo pirates are as big of an issue that the people in this thread make them out to be
I'll be honest here, I tend to make a demand to transports to drop all of their cargo unless they give me a better offer (that being a better option than making the person waste 30 more minutes in this game). But as a trader, I am yet to experience this kind of thing. At this point it's so rare that people go for the cargo lol.
In my experience, if you stop and RP with the pirates the demands start to get lower. But there is always those duck heads that will demand all your cargo just to blow it up and ruin your game. Those are always the same few people, many of which are permabanned players allowed to return. They metagame and use borderline RP to grief others. Unfortunately you need to learn who those players are and their char names so you can avoid them.
When i first started i was in the " pirates ask to much blah blah" group, but after playing for a fair few months and joining OSC and increasingly enjoying RP its the pirate interaction i enjoy. So what if they ask for you to drop your cargo, they are pirates, RP with them offer other things. its a game at the end of the day, and should be played for fun not making fictional credits.

I think for pirate taking 10 mil from 5k transport carrying ore is fully ok.
I'll say even more: honestly 20% is more then fair to demand, because 5k transport making alot of cash anyway after he got pirated.
And still. Westgate Security can provide escort from Rheinland to everywhere you want and back and also take bounty contracts as BHG faction.
