There is no reason to use a separate ID and if the vote passes, it will most likely simply be added as a separate clause to the Zoner ID along the lines of ''May treat non-allied unlawful and quasi lawful ships in Bering as combat targets, except Transports.'' or something along those lines.

Yes, the name has a certain stigma, but once you remove that, you're left with Zoners with the kind of temperament that would result in the devs placing a Carrier in Bering them taking their fancy warship to Bering to re-take what they perceive as theirs.
Ultimately. it comes down to "Why don't we party down in-game first and see where it goes from there?"

That would be perfect, and would resolve our current dilemma of the Bering unlawfuls being under an InRp attack which can't be manifested ingame.

Yes, remove that stigma, along with the names "Zoner Alliance" and "Zoner Marines", that's what the feedback is about. The failure or unwillingness to realise how bad of a self-advertising attempt it is, and the resistance to even this feedback and the proposed basically minimal change makes me think (and it looks like a few others as well), that it's more like a provocation attempt - at which it was more successful than at being serious -, than something out of "good will".
We need to diplomatically put forward that the Tarrafal does not have an accurate infocard, is not representative of the current dev teams view of the upcoming 4.90 middle and is currently being reworked to fix the inconsistencies it presents in the lore.
Additionally. Spazzy has said several times that more likely to happen is the addition of engagement rights specifically for Bering and neighbor systems in the Zoner ID, which, from a Dev team standpoint is the most likely outcome.
