In my opinion, the Borderworlds ships should have their own entry in the Tech use chart. They aren't really civilian, but they don't belong to any one faction, and therefore do not fall under the category of anything that we currently have.

For one, the Zoners build the Borderworld's DL transport. I fly one and think it's one of the best all-purpose transports available. A generous cargo, very rugged and it doesn't turn as bad as some others....and you can buy one at Shasta Orbital Skyhook in Baffin. We have plenty available there and will customize them with a small galley for those long trips. We, the Temporary Autonomous Zoners would appreciate the business.
As far as anyone using a Sabre? Yes, I'm sure the Outcasts would really appreciate a Corsair flying one of their ships....or any other faction for that matter without permission.
Sabre can be used by essentially any character within reason. Mercenaries, Freelancers, and various pirate factions. I don't care who you shoot, Merc/Freelancer allies are of the moment. Ship isn't.
