Hmm i do have 2 independent UC traders, and i would be very sad if they changed the ID.
If you look at the missions the UC are doing, then it's against GMS and such, not the navy or police.
But i do agree that maybe taking out the Pirate option on the ID.
In my opinion, UC doesn't have any reason to fight the Navy or Police, although the navy seems to want to gank anything wich has an ID that isn't completly lawful, even if you are following the laws of Gallia.

Err... Actually Montelimar offers only Anti-GRN and Anti-GRP missions. Also, taking away the pirate-option would make them toothless smugglers with a special set of escort fighters. According to ingame rumours the UC are known to leave no survivors when attacking a convoy (Alesia station me thinks). Even if the rules restrict such behaviour, could we at least keep that side-income please?

The Hogosha are the best Pals with the KNF. They are a part of Kusari Society and strive to protect and promote the Greater Good of Kusari (while making a little money on the side). They dont attack Kusari Ships, or Kusari Corporate transports. (Well Kishiro is still up for grabs, but thats Samura's fault >.>). They help out with the Tau Blockade, and will gladly help any KNF officer in distress.
The UC and GRP...well....its not surprising to see them fighting each other. The UC's main goal is profit, anyway, anyhow. They are more of a leech on Gallia then real benefactors. The "Can land on lawful bases" is evident that the Union Corse are more like Smugglers than real opponents of the Crown. The UC and Gallic Brigands only have access to Heavy Fighters while the GRP and GRN have access to VHF with superior weapons. (Not to mention Gallic brigand ships are more armored than their UC counterparts).
Should GRP/GRN be hostile to UC? That would be little harsh IMHO.
-Let the Council fight the Crown
-Let the Brigands Pirate/ Pillage (there pirates)
-Let the Union Corse Smuggle/ Collect Bounties
Oh, and UC should be Hostile to Junkers......If you want to Argue that the Hogosha = Junkers ...then its only common sense that they should be hostile...

Actually, Brigands are the smugglers. They're controlling 75% of Gallia's black market.
As far as I know, Corse are more like hitmen than anything else.
edit: but you're right about the comparison with Hogosha... They're not really like them.

I think it can be read as a number of things. Bribed officials would certainly be a part of it but there might also be those who owe their position to a little 'help' from the Corse, those looking to make a little money on the side by working with the Corse and maybe even Corse family members who hold high positions in corporations or government. Certainly not Royals but people with enough power to maintain the Corses thin viel of legality.
