A fair, but complicated version would be:

Everytime commodities are sold on the respective house's space a very small percentage of the money is sent to an account of the official house faction

Then: In forum EVERY player with a military or police ID of that house can request a salary, that can be claimed once a month (and once per playe). The amount is determined by the income of the state.

Because they are the center of all trade, thet have no restrictions besides contraband. And they have the hugest traffic.

I completely agree to that. Also this is selfbalancing, stabelizing and supporting FL as it is meant to be.

House spaces are lawful areas by definition so there should be lawful Forces. If theese start struggling for survival because of Faction inactivity because it is a real pain to play this RP, what is wrong with giving them some candy that fixes this major problem?

In real there are countless examples of lawful Forces funded by resources from taxation and/or waytoll, only superrich countries like Bahrain can survive without taxes.

1 - taxing is made to reflect a punishment for a smuggler that was caught (instead of lets say jail-time), not a legitimate trader. think about it.

2 - who gets the money? military, police, ageira? (official factions? i see people screaming ELITIST within 2 seconds of this happening)

3 - are you high?

ps: i'm sure cannon has nothing to do right now. he's probably on the bahamas sipping a beer. all that for server donation money. he took his wife and kids with him ofc, until somebody repairs their sewage system.

The governments would use it to finance factions such as house navy and police. That would solve a problem of factions overusing license policies since it is beneficial for them to attract traders and not to repel them. And protect them within their space (no taxes paid if the cargo doesn't make it to the destination)
It would also bring some real economic consequences in cut revenues when embargoes are placed in effect.

To point 1, I think it would make the life better for traders and not worse.
