I think it has roots somewhere in original FL.. Doom can explain it more, but what I know is that IMG and Zoners were the only factions really neutral to Xenos.
Another thing: You wanna have Corsairs unfriendly "only". IMG is aligned with them (although that should be a secret, not known to all public around...). If you will attack IMG like Rheinlanders or Kusarians, I am afraid your gates to Corsairs are closed.

Trader policy updated, go looky. Liberty shippers are still fair game, 'cos outgoing traffic be heading to foregin parts, which is only adding to the problem. Go see the trader policy for more info about why we ask for cargo instead of tax.
ZNO was originaly a joke, but it kind of reflected the stertotypical bad Xeno grammer and we came to like it.
Xeno war chant: "Et r Zno tiem!!"
Edit: I'm keeping the IMG where they are. They be Kusari people, and thus foreginers. They have nothing to offer us seeing as we'll never meet one. Corsairs are unfreindly because there is a possibility we could get artifacts due to the tensions with the Junkers. Either that, or they could fund us to strike at the Outcast power ring in Liberty...

Truth be told 'ZNO' evolved from a bit of an inside joke. It sits well with us. Plus many will be pleased that we're not going with my original suggestion, which was ~~$><3noez!!$~~

As to Liberty shipping, our short term goal is to put a halt to all trade be that ingoing or outgoing from Liberty in an effort to cripple the markets to further our own agenda.

We need materials more. Sure, we can have money, but we can only buy stuff of the Zoners for huge prices. Hi-jacking transports means we can steal food, medical supplys, base/ship building materials and anything else that happens to be passing. Makes more sense really. Plus, like I said it might help get people outa Liberty which can only be a good thing.
