Correction: Most house planets are police owned, meaning the civilian habitats and cities. A planet is huge and not really properly represented at the moment... Corporations run the economy but law enforcement lays with the law enforcer. Mining colonies or industrial colonies are usually corporation owned - these planets are typically not very hospitable. Terraforming projects are owned by Planetform or whoever is doing the terraforming.
For an actual civilian settling of a planet there's a few options:
- Pick up refugees from somewhere to start a fledgeling colony. There's a few warzones which incite migration.
- Import a workforce from areas that have high unemployment (Denver, Kyushu, Stuttgart, Hamburg) and start a miningbase or industrial colony.
- Lawfuls: Import a prisoner workforce from various locations and initiate a penal mining colony - kinda like Miura is now.
- Unlawfuls: Do the same thing but with slaves. However, this pretty much limits options to the Outcasts, as few unlawful factions are big enough to settle additional planets and be strong enough to defend them. (You can't exactly hide a planet...)
This doesn't really limit your choices to the Zoners. IMG, GMG and the various house mining corps would easily set up mining bases on planets that have resources - it's a lot cheaper to mine stuff on a terrestrial planet then it is to do so in deep space. For actual settlement by any of the houses, the government of those houses would likely give the orders and direct transportation of construction materials and people, and the planet would end up a police base for that house.

Its like our plans to colonize Mars, Moon... Build biodomes, like freeports has, but right on planet, all other facilities, even launching pad- underground. Sirians and Gallians got technology to build base inside asteroid- mostly in same way, they can try make base on satelity or just rocky planet. Zoners will became more reacher and more influential, cause they are experts in extream life.
