Kempeitai using a Chimeara is nerfed down to 10% as well, yet a Komainu works perfectly fine. I'm going to try narrow it down which part of the equipment is responsible for that.

also we had a successful dock, but when they tried to sell an item twice to my ship, they were banned.

Scrap that, looks like a starting bug. The core went to 100% after some time. Strange though
