As for NPCs, I think they should be boosted up to rheinland strength across the houses, except for Liberty. New York's NPCs should maybe be raised to level 2-3, with Colorado's being raised the same (lots of newbies mining silver etc). California and Texas raised to level 5-8 and left like that.
The Omicron Minor jumphole in Alaska should stay, but Alaska's defences etc should be boosted considerably, and all bounty hunter NPCs within the system should be removed. The Order should get accordingly increased forces there also, however, make it more of a warzone between the Liberty Navy Guard and the Liberty Security Forces.

Molly Independence for definite. As Fitzgerald said, two Molly factions (one (semi)lawful, one unlawful) would be great. I even created an ID for both the lawful/unlawful Molly factions.
The (semi)lawful would be the Molly Republic (MR), and would gain control of the Dublin system and own Arranmore Base and I think the Battleship Essex should be ceded over to the Molly Republic as part of the peace terms and moved a bit closer to the New London jumpgate. A trade lane should begin construction between Graves Station and the New London jumpgate, and also between Graves Station and Arranmore base. The minefields would obviously have paths cleared through them to allow the passage of the trade lanes. Londonderry should become the lawful Molly Republic Guard system.
The unlawful faction would be the Dublin Revolutionary Army (DRA), and they would have an outpost in the Hood Asteroid Field in Dublin, located west of the Chester Jumphole. They would also seize control of Mull Base (which would be their main HQ) in Newcastle (but the Manchester jumphole should be moved closer to Mull Base), but Belfast Production Facility would remain under the control of the Molly Republic as a lawful base. The Molly Destroyer in New London would be seized by the DRA and moved into Leeds, near to the Dublin jumphole in Leeds. A DRA base should placed around the planet in the Chester system (possibly making the Chester system the DRA Guard).
That's just how I think it should go and what should happen, but who knows, others might (dis)agree with that assessment. I think all the above changes would be cool and certainly make Bretonia a lot more interesting.
This is an idea I suggested in the features feedback thread, and I just thought I would post it here for discussion to see what others made of it etc.

I'm playing the SP campaign over and over again and I think that the insane difficulty Discovery adds in some places is a nice thing. The current SP campaign is way better than the vanilla.
If the SP campaign will go, there will be far more space for balancing.
Now, weapons of lvls 1-7 are almost rarely used, same with the low-level ships.
The weapons would be rebalsanced completely, for example like this:
1-2 basic LF weapons
3 LF weapons
4-5 HF weapons
6 Heavy HF + bomber weapons
7 special fighter class weapons
8-10 capship missile turrets/forward guns/other toys...
Also, problems with unfinished TLs, a system between S13 and NB, all those things... I see many possibilities.
Good idea. It's always 2 gun classes fighters are using anyway - top of the rate lv 9s and codies/nomads (read - rare and exotic "goodies") Do consider, that it would need reworking all ships and all their hardpoints, but still, I beleive it's worth the effort.
I don't mind campaign SP gone, as it was overly difficult with ships constantly healing their shields and hull. That feature still prolongs normal mission fights, too, especially at higher difficulties. Is it possible to at least reduce how often they heal? I would count it and they'd go through eight or more shield and hull heals. It can turn a battle with one ship into an encounter lasting minutes, and it can be tiresome, especially when you have half a dozen other ships to take care of, too.
I'm perfectly fine with them healing, and it makes it more challenging instead of too easy, but a balance needs to be struck and I feel they heal far too often. Maybe cut how often they do it in half.

It isnt exactly 'fair' to have alaska tougher than a guard system so order cant go through, when liberty navy can pass right into omicron minor with no resistance.
I think that either Alaska should be a dead-end system, or it should be connected to a new system that would be linked to the Unknown with the Nomad Lair. You could make it like the Omicron system with the Outcast minefield, a battleground between LSF and Order. And probably a JH to Minor from say, Coronado, to provide the route you wanted.
There are no resources (read: I lack time) to rebalance encounters and NPCs for the next version. There are lots of issues to be expected (patrol level messup, possible encounter crashes etc), so, it won't be done for this version most certainly.
Some less serious changes to balance will be introduced, of course.
Well maybe to cut workload, one system per house could get pimped?
Stronger NPCs, bigger missions, just for one system. The others could be modified later. But as long as there is one high lvl system available per house, I think Everyone would be happy.
