EDIT: That will only work if you have atleast Freelancer ID and you moving to Liberty. Me personally hate Liberty. They all are crazy people who speak for hours with pirates on police ships and not even attacking them after.

I've smuggled Artifacts to Planet Manhattan on a regular basis with a Corsair ID and IFF and picked up Black Market munitions out of Liberty. Its so much more fun when Liberty is crawling with players and cops, just gotta know how to do it.

I didn't use a restart template to get my rep with Corsairs, I did it the old school way and worked for it with bribes and missions. It is possible to have a Corsair affiliation and still be neutral to Liberty
EDIT: It may have been before I actually got my Corsair ID. I can assure you that I don't have multiple ID's or do ID swaps. I still had my Freelancer ID at that point.
Last night, I was flying a base construction ship (full) and was pirated by an official faction member who demanded that I drop the whole lot. I tried to negotiate, but got killed. I was more than happy to pay, cos that's part and parcel, but I got the distinct impression that whoever it was did it purely to pee me off, cos of the time it takes to amass that cargo. After all, it's not worth that much.
I suppose there's a chance they wanted to build a base themselves, but I doubt it.
As trader player , i don't mined to be pirated , i brings excitement and un-certainty element in mostly boring trading , chance for some RP to . As for un-reasonable demand , i have no problems with that to , if i judge pirate is doing that just to ruin my fun , i will react to ruin his fun to .
Examples , i haul 50 M cargo ( i paid it around 20 M , or spend time to mine and load it ) :
1.pirate demand money , or/and cargo up to 50% of cargo worth , i will pay ,
2.pirate demands more , knowing i will be in loss , i will not pay him , because with him knowing that , that means he only wants to . . . (cough) . . . me around , so i will either die fighting , or just ( try to ) run away , or if he is in transport wants ALL my cargo , i will rather jettison it it and shoot it my self !
As for trading in crowdy systems , hire a good escort people , and no problems . Most escort will not charge you much , because they not doing it for money , but for fun .
Last 3 days i was leading convoys of traders from Pennsylvania to Okinawa and back , i manage to safely escort more that 20 ships , without a single loss from pirates (except one newbie who dint listen to my instructions was pirated by nice playing pirate with symbolic 200k ) , and we were able to avoid/chase away more than 12 pirate ships . And i am not even a really good snub pilot !

The attitude that is killing the server is allowing pirates to be ****s to traders.
We didn't have this problem back in the day when there were strict demand limits, as soon as those were gotten rid of pirates started demanding 5 mil, 10 mil, often even more, since then all pirates have wanted is blue messages, before that they were great, they'd demand a few mil, you'd pay, and everyone would be happy because everyone got a few credits and no one had all their time wasted.

You can't win at Disco (just like my Uncle Bruce used to say about the seventies ). It's not like the person with the most credits at the end of the month gets a free t-shirt. (edit: I assume... even though that would be awesome)
Personally, I've been running the Gallic blockade of Leeds for three days, and literally no one has even tried to stop me. Profitable, but boring as all getout. So I guess all those poor refugees are going to be left stranded while I go look for some resistance to my making buckets of cash. It's just more fun that way.
