Pirates want to stop traders and smugglers from docking in the same way as you, because docking is the trader's winning condition. That's how the new trade ships work.
I fear that widespread nodock will allow the laziest OF gameplay possible: tracking people in system A via a Discord bot to undock from the most obvious station, then immediately restricting docking without needing to actually play the game, patrol or think about how to intercept smugglers.

Problem though i still can FR3 every of them, but dont see how full block is better.
Not sure what compromise there could be. I understand that is punishing to smugglers, but just as well current things often immersion breaking. Just think that in /nodock case there still room to bribe officer, depending on character. I would like to see smugglers seeking out corrupt ones and develope relations with them.
Nodock can be set up to only apply to shared IFF bases, which would severely reduce the issue of IDs being able to do it to people they want to pirate.
Anything like what you suggested would need to be part of a larger overall ID and IFF update though.

Don't misconstrue the meaning of that everlasting RP rule, it's there to keep our RP in check and prevent us from doing exactly as it says, owning or controlling NPC assets.
It does not mean we have no influence over the day-to-day operations onboard many installations, many of our player factions are rather well established and could be considered either the most remarkable or influential group within their faction. It doesn't take much brainpower to consider the weight such organisations may have over the people within their faction, especially when you, one of their own, is hot on the tail of someone who isn't one of your own.
I don't see why certain non-police factions couldn't get this power. But it should rightfully be restricted, unfettered access to such a power with non-police IDs is a scary move and I understand the apprehension people have.
When contending with a monster, you'd be wise to give the devil his due.
