Yeah... I wasn't really thinking when I wrote that but, I don't feel that any of the Police factions need to use cruisers and battleships, Police bombers and/or Navy support should be enough to take out enemy capital ships.

i voted yes,because what is then different between house police and house army?
both of them can use cap ships so then why we need house army when police can make their job.
and both of them hunt pirates,scan traders or hunt smugglers. so that are two different factions make the same thing.

I think house police should be limited to gunboats or smaller, and so should most criminals.

Frankly the only criminal factions I can see realistically getting capital ships are Outcasts and Corsairs, because together they're effectively a 5th house. All the others are small-time gangs of crooks.

Signed. This is the point.
Corsairs and Outcasts, yes, they could use capital ships.
But i simply can't imagine Rogues in Destroyers.
Hackers in Battleships.
Dragons in Battleships/Cruisers.
Mollies in Destroyers.
etc

Order should use capital ships though, they are allies of the Corsairs, but only against Nomads it seems.

We (as in The Order/Black Squadron) do use capital ships. Besides, we hijacked the Navy/LSF prototype Osiris. We have a vanilla battleship and we're going to use it (well, I don't, despite having the permission to do so).

About the topic at hand, yes Police forces should be limited to Gunboat class capitals. If you need the heavy firepower, then you could call in your respective house's military forces to send in the Cruiser/Destroyer and Battleship class capitals. Though primarily, the Gunboat should be a Police force's flagship, being escorted by many fighters/bombers.

Sorry, that's just how I see things...and the major criminals should have Gunboats and higher, because if they're doing battle with the Houses then they need the support firepower. Then again, there should only be so many of these capital ships too, as you should always compliment your big bad battleship with tons of fighters and bombers.

I think it is possible the Rogues/Mollys/etc would use a cruiser as a factional flagship, but nothing bigger. Dragons have a shipyard, so I can foresee one or two Spyglass-esque, almost unique ships, but mostly their flagships would be Destroyers, hijacked or built.
