Obviously basing from Connie is a bad thing - as in against the rules, and has been for a long time.
The whole 'allying' discussion has been beaten around many times, with assorted stabs at attempting to define it failing miserably. One reason that they've failed is that there are situations that can crop up where suddenly there's a common enemy - we just had this conversation last week, IIRC.
It actually would be in RP for a pirate type person to work with an enemy navy to sneak in, destroy something, and grab some loot, while the 'friendly' navy was tied up.

We Indians have to deal with this stuff everyday. One example Lane Hackers joining forces with LN, i have many more examples but we have learn just to deal with it as metagaming is the in thing to do when attacking us Indians.
Connie is an OORP system. (Doesn't mean you can curse while in there, just that for game and RP purposes, it doesn't exist.) Thus, basing any attack out of Connie is OORP and a 6.10 violation.

Rules say that no engagement rules apply there, thats pretty much all they say.
I mean I know its against the rules and it makes sense that it should be, but rules don't actually say so. You could make intentional self killing against the rules if you use 6.10 so loosely. Just saying...
While I dont get what exactly allying means by admin definition, I agree that raiding NY (what? RM should be defensive not assaulting enemy capital) and basing out of Conn (I would personaly ban them immediately Joe) is bad. Gathering some mob for your profit sounds like a valid tactic, and generaly that mob skill is equal to their level of common sense. Some time ago I was "victim" (I won) of that in Tau's.
In addition. While I find it fair to "hey you merc, get him out of me while I do <this>", calling in a ganksquad isn't fun. Allying is so wide term, from diplomacy through ingame advantage to generic friendship between characters.

Actually Joe, we have. We have worked with and paid off the opium grower farmers and their drug lords. The Army, Marine Corps and other NATO/Coalition forces have done so. Moreso with the intelligence services to get them on "our" side have been doing this, but our military has as well. When a Marine division in Afghanistan was put in place amidst the opium fields ready for harvest, our troops were instructed not to interfere with them during the harvest as part of the "hearts and minds" philosophy. With the Marines on one hillside and the Taliban on the other hillside, we really didn't want to be shooting at the farmers who were pretty much forced to grow the opium by the drug lords. Granted, as I said, it's mostly the intelligence services paying off one set of bad guys to help us against another set of bad guys, but the military does it too. We did a lot of it in Iraq too with buying off terrorist groups to work for us rather than against us, even though some of the supplies ended up in the wrong hands.
Not arguing with you, just saying it has happened before and is happening now.
Back on topic, yeah, the grouping for a coordinated attack does sound fishy. While I can understand an opposing military/intelligence faction approaching the local criminal element with funding and support, I don't see coordinated attacks en masse.
